As for energy efficiency of lighting equipment, China has carried out a series of measures, such as launching energy efficiency labeling system, laying down product energy efficiency standards, implementing energy conservation certification and giving financial subsidies for energy efficiency products, thus enhances the utilization efficiency of lighting equipment effectively.
 
China has published the first energy efficiency standard of lighting equipment since 1999 and then published eight standards(see table 1),the content of these standards include limited values of energy efficiency, energy efficiency grades, evaluating values of energy conservation, target limited values of energy efficiency and test standards and etc.

According to the requirement of the Regulation on Energy-Efficiency Labeling Administration, China Energy Efficiency Labeling System takes effect from March 1st, 2005. The country takes a nationwide institution of unified energy-efficiency labeling on energy-consuming products that are widely used and have greater energy-saving potential. The government develops and issues the List of Energy Efficiency labeled Products of the People’s Republic of China, hereinafter referred to as the List, and publishes national energy efficiency standards, the implementation rules, the label pattern and specifications for the label.
 
The country brought self-ballasted fluorescent lamps and high-pressure sodium lamps into the list of energy efficiency labeled products. The manufacturers and importers may test their products by themselves or by the testing laboratories accredited by the officially authorized accreditation body, so as to determine its energy-efficiency level by the applicable national energy efficiency standard. Basic information to be provided on the energy label of self-ballasted fluorescent lamps and high-pressure sodium lamps (see figure 1) shall include: name or its shortened form of the manufacturer of the product, product model, energy efficiency level of the product, rated power, color, initial luminous efficacy, and Code of the national standard applied.

Except from conforming the mandatory energy efficiency standards and affixing to the energy efficiency labeling above, lighting equipment also may implement voluntary energy conservation certification, and mark endorsement label-“”(see figure 2).

Energy conservation certification, which takes effect from December 2002, is managed by CQC. By July 2012, 13 category lighting equipment have carried out the energy conservation certification.

In addition, by 20 January 2012, China Government Procurement has brought the double-capped fluorescent lamps for general lighting services, self-ballasted lamps for general lighting services, high pressure sodium lamps, and ballast of tubular fluorescent lamps into the Government Procurement List on Energy Saving Products.
