Energy conservation certification

According to the Energy Conservation Law of the People’s Republic of China, the enterprises could voluntarily apply for energy conservation certification from Certification Centre for Energy Conservation Product (CECP) which is subordinate to General Administration for Quality Supervision, Inspection and Quarantine. The specific implementation of energy-saving certification is based on China’s measures for Administration of Energy Conservation Products Certification. Chinese energy-saving products certification, belonging to the scope of product quality certification, indicates that energy products whose energy efficiency is top 20% have reached the energy efficiency standards or technical requirements.
 
On December 5th, 2007, the Ministry of Finance and the National Development and Reform Commission issued the latest government procurement list of energy-saving products. In the new list, the types of energy-saving products are expanded from 18 categories of 4470 products to 33 categories of 15087 products. There are 2 types of audio and video products( i.e. DVD disc player and colour television) in the new list. The technical requirements and implementation rules of colour television and DVD/VCD disc players are listed as table 1.

Similar to the procedures of CCC certification, the procedures of energy conservation certification are also followed by the mode: certification application; quality management system inspection; product testing; assessment and registration; annual supervision and inspection after product certified.
