The Administration Regulation on the Recovery and Disposal of Waste Electronic and Electrical Products was approved on October 20 2008, and published on February 25, 2009. The regulation specifies the management list, development plan, funding, permit on treatment qualification, centralized treatment and reporting of the waste electronic and electrical products. Later on September 8, 2010, the first batch of Waste Electronic and Electrical Product List was announced, in which refrigerators, washing machines and room air conditioners are included. The regulation and the first batch of list came into force from January 1st, 2011.
 
The regulation applies for the recovery and disposal and related activities of products that are listed in the Waste Electronic and Electrical Product List. For the disposal of waste electronic and electrical products, the treatment facilities have to be qualified and get the treatment permit from the government. The discovery and disposal is centralized and under the development plans. The administrative activities relate to provincial department of environment protection, comprehensive utilization of resources, commerce, industry and information technology.
 
In the aspect of funding, China established a specialized funding for the recovery of waste electronic and electrical products, which is used for the subsidy of waste electronic and electrical product treatment and disposal. On May 21st, 2012, the Administration Measure for the Payment and Use of Funding for the Recovery and Disposal of Waste Electronic and Electrical Product was published, andwas entered into force on July 1st, 2012. Based on the rule, manufacturers and importers (or their agents) are obliged to pay for the fee of recovery and recycling. The fee is paid according to the quantity of electronic and electrical products that have sold or imported. The fee for refrigerator is 12 RMB per unit, while 7 RMB per unit for washing machine and room air conditioner. The Customs are responsible for the collection of the fees. For products that are environmentally designed, or reduce resource consumption and hazardous substances, the fee can be reduced. The detailed rule has not come out yet.
 
Moreover, indicative information about hazardous substances and their content, recovery and disposal should be provided on the regulated electronic and electrical products or their instructions. The treatment facilities should establish information data system of waste electronic and electrical products, and report the data and information to municipal environmental departments.
