According to the Administration Provision on China Compulsory Certification and the Administration Measure on China Compulsory Certification, products that are listed in the compulsory certification listing have to pass the CCC certification and obtain CCC certificate. CCC marks are also required to affix on products. Only approved by CCC certification, these products can be sold, imported and used in China. Household appliances are one of the categories subject to China Compulsory Certification.

Twenty types of household appliances such as refrigerators, air conditioners, washing machines, electric fans and kitchen machines are included in the listing of CCC certification. These appliances are required to be tested according to mandatory standards (GB) and technical specifications. Table 1 below gives the standards of these appliances used in CCC certification.

CCC certification procedures implemented for household appliances are based on CNCA-01C-016 “Implementation rule of China Compulsory Certification for electronic and electrical products – household and similar electrical appliances”. According to this implementation rule, the certification mode for household appliances is “type test + initial factory inspection + surveillance after certification”. The basic procedures for CCC certification are: ① certification application; ② type testing; ③ initial factory inspection; ④ assessment of certification results and approval; ⑤ surveillance after certification.

Enterprises that pass the CCC certification will receive CCC certification certificates for the application type, and affix CCC certification marks on the products. The certificate is valid for 5 years. The certification certificate includes: name of applicant; manufacturers; product model; name and address of factories; certification body.

The types of CCC certification marks can be divided into safety-only, fire-protection, safety and EMC, EMC-only. The size of CCC marks can be 8, 15, 30, 45, 60 mm. For refrigerators, air conditioners, washing machine etc., which have safety and EMC requirements, the products should affix “S&E” marks; while other appliances affix “S” marks.

The Certification and Accreditation of China (CNCA) will publish the list of accredited certification bodies and testing laboratories regularly. The only accredited certification body for household appliances is China Quality Certification Centre (CQC), and there are 21 accredited testing laboratories until March 21^st, 2012. As a member of IECEE-CB scheme, CB certificate can be transferred into CCC certificate according to country differences. More details can be contacted with CQC.
