澳大利亚出台系列决定2012——将电气设备和家电产品温室气体和能源最低标准转换为强制性要求

2013年6月25日，澳大利亚连续了发布了17项TBT通报（G/TBT/N/AUS/78-94），关于众多电气设备和家电产品的温室气体和能源最低标准的决定2012，决定将这些标准转换为国家统一的强制性要求，这些产品包括：洗碗机、家用制冷器具、直线型双端荧光灯、ELV灯的变压器和电子式电压转换器、荧光灯镇流器、洗衣机、普通照明自镇流紧凑型荧光灯、普通照明白炽灯、电热水器、外部电源器、数字电视机顶盒、冷藏展示柜、电力变压器、空调和热泵、使用蒸汽压循环的液体冷却包、空调的关闭控制以及旋转干衣机。

1. 温室气体和能源最低标准法案（GEMS Act）的目的

Ø 提高管制产品的能源效率；

Ø 确保消费者能够作出明智的选择，以提高能源效率以及降低能源消耗、能源成本和温室气体排放。

该立法也为实现根据联合国气候变化框架公约（UNFCCC）作出的承诺产生积极的影响。

2. 通报的主要内容：作为设备能源效率（Equipment Energy Efficiency, E3）计划（亦称作E3能效计划）的一部分，一个产品的温室气体和能源最低标准的规定以前是由各州和领地监管。现在只是将现有的州和领地的立法的要求转换为全国统一的立法。在这个过程中没有新增监管产品，也没有提出新要求或采取新的测试标准。

根据温室气体和能源最低标准（GEMS）法案2012，澳大利亚政府可以为电气设备和家电产品设置强制性的最低能效标准（MEPS）和能源等级标签（ERL）要求。这些要求在GEMS决定的法律文件中作出规定。

由澳大利亚标准协会发布的相关澳大利亚标准规定了MEPS和ERLs的技术要求。

根据GEMS法案，如果产品：

- 受GEMS决定管辖；

- 在澳大利亚生产或进口到澳大利亚；

- 在相关GEMS决定生效后销售，

那么该产品必须满足相关决定规定的要求。

温室和能源最低标准产品系列决定2012规定了一系列电气设备和家电产品的最低能效和产品性能要求，及相应测试要求。
